The first six digits are identical worldwide; countries extend them (US to 10-digit HTSUS, EU to 8-10 digit TARIC, UK to the UK Global Tariff). Current edition: HS 2022. - HS Mate shows duty by destination lane: the US MFN rate (HTSUS) and the EU erga-omnes MFN rate (TARIC) for the same code, side by side. US Section 301 and 2025 IEEPA tariffs can stack on the US base rate for China-origin goods; EU import VAT (17-27% by country) applies on top of the EU rate. - The US de minimis exemption (the $800 duty-free threshold) ended on 29 August 2025, so every cross-border parcel now needs a declared HS code, including Amazon FBA replenishment and Shopify drop-ship orders. - Effective US tariff rates on common categories rose from about 31.5% (November 2023) to about 176.5% (April 2025). - CPSC eFiling becomes mandatory on 8 July 2026 (Foreign Trade Zone entries 8 January 2027): importers of regulated consumer products must electronically file a Certificate of Compliance at the time of entry in CBP's ACE system, on every shipment regardless of size. CPSC published a list of about 600 flagged Harmonized Tariff Schedule codes, weighted toward wearing apparel and children's products (toys, pacifiers, children's furniture), plus mattresses, button/coin batteries, lighters, bicycles and helmets, carpets, and fireworks; the list is not exhaustive. Children's products require CPSC-accepted accredited third-party lab testing and a Children's Product Certificate; general-use products need a reasonable testing program and a General Certificate of Conformity. The optional CPSC Product Registry gives an electronic filing ID and an abbreviated message set at entry. - Tariff refunds: the US Supreme Court struck down the 2025 IEEPA "emergency"/"reciprocal" tariffs in February 2026, and CBP began refunding them through its CAPE portal (in the ACE system) in April 2026, principal plus interest, generally 60-90 days after a claim is accepted. Only the importer of record on the entry, or their licensed broker, can claim. The Section 301 China tariffs and the Section 232 steel/aluminum duties were NOT struck down and remain in force, so they are generally not refundable. The government has moved to appeal the order that lets all importers claim, so filing while the window is open matters.
